Biography and Education

Mark Robert Millstein was born in 1968 in Washington, D.C. and raised in Wheaton, Maryland. After graduating from Good Counsel Catholic High School, he earned an undergraduate degree in Finance from Georgetown University in 1991. His early post-college work includes employment in Washington and the national campaign for former United States Senator J. Robert Kerrey of Nebraska, finance work for the Inter-American Management Corporation and work in New York for the British National Westminster Bank. Mr. Millstein graduated from Chicago’s John Marshall School of Law where he was a student of civil rights Professor F. Willis Caruso and worked for Professor Caruso in the John Marshall Fair Housing Legal Clinic in 1998. Mr. Millstein interned at the Chicago insurance defense firm of Debolli, Milman and Speigel, P.A. and wrote for the John Marshall Journal of Computer and Information Law. Mr. Millstein received his training in trial advocacy and moot court by Adjunct Professors, the Honorable Judges Charles P. Kocoras and Paul E. Plunkett of the United States District Court for the Northern District of Illinois.

Connie L. Kennedy, Mark Millstein’s mother, formerly of the Georgetown University Law Center, remains an advocate of affordable health care delivery services for the uninsured and influenced Mr. Millstein’s work for the disabled. Mr. Millstein’s father, Stephen S. Millstein, worked for the Millstein Law Offices over forty years in criminal defense and general litigation. Mark Millstein resides near Baltimore with wife Linda-Lee Earle and two sons, Jackson and Griffin.
